Keep in mind those 2 compensation picks for the Yankees this June are NOT extra picks overall. they effectively just take the place (numerically) for the picks the Nationals and Indians lost. So yes the Yankees will be getting money to sign those players they sign in that draft. Also by the Yankees moving up from the 29th pick to the 27th pick they now get the money allocated for the 27th pick not the 29th pick.

I have not seen mentioned anywhere whether the Yankees (or any other team) will be allocated additional signing pool funds to cover these gained compensation picks. If there is no adjustment forthcoming, or if it is insufficient, signability becomes a major issue, potentially negating any real benefit.

The Angels, Braves and Nationals have lost their 1st round picks when they signed, Hamilton, Upton and Soriano respectively. After the Reds pick 28th then the compensation/sandwich picks start. Those picks are classified by MLB as between the 1st and 2nd rounds.
There still can be a little movement in when the Yankees picks depending on when/IF and who Lohse and Bourn sign with at some point.
